Notification of vehicle modification

If you modify a vehicle, the vehicle's tax group may change, and the one-off registration tax may increase. Before you make changes, you must report and pay for taxable modifications to the Tax Administration.

If the vehicle has been registered in Norway for more than ten years – registered in Norway before 1 January 2014

If the vehicle was registered in Norway before 1 January 2014 and has been registered in Norway for ten years or more, you do not need to report the change to the Tax Administration. You can go directly to the Public Roads Administration for approval.

Registered in Norway after 1 January 2014

If the vehicle was registered in Norway as of 1 January 2014, any rebuilding will be subject to taxes and duties until the vehicle is 20 years old. The vehicle’s age is then calculated after the first registration in Norway, or after the first registration abroad if the vehicle was imported as a used vehicle.

Approval from the Norwegian Public Roads Administration

The Norwegian Public Roads Administration approves and defines the technical base for the tax.

If you’re in doubt regarding what you’re allowed to do with your vehicle, it can be a good idea to contact one of the Driver and Vehicle Licensing Offices of the Norwegian Public Roads Administration for guidance before you report and pay for the modification to the Tax Administration.

Remember that you must book an appointment to get an approval from the Public Roads Administration.

New number plates

Some modifications require changing the registration number, meaning number plates. An example of this is conversion from van class 2 (green number plates) into a passenger car (white number plates). Remember to order new number plates before you go to the Public Roads Administration to get approval.
