Foreign employees must attend the tax office in person to obtain a tax deduction card.

There are however certain exemptions from the requirement to attend in person.

We recommend that you ask seasonal workers to download and fill in the form Application for tax deduction card for foreign employee in advance. If you have a large number of employees, it may be a good idea to fill in one form with the information that is identical for them all and then copy it.

Employers can apply for a tax deduction card on behalf of their foreign employees.

Everyone who is to work in Norway must then take the form to one of the tax offices for an ID check.

Documentation which must be produced

The documentation that must be brought to an ID check depends on where the seasonal worker comes from.

Citizens of EU/EEA/EFTA countries who are to work for less than three months:

  • Passport or national ID card containing a photograph of you and indicating your citizenship and gender
  • Employment contract or written offer of employment

- who are to work for more than three months:

These people must register with the police. Workers must apply for a registration certificate. The application form can be obtained electronically from the self-service solution of the Norwegian Directorate of Immigration (UDI).  

In order to be issued with a registration certificate, applicants must report to a local police station or the Service centre for foreign workers (SUA). You must book an appointment with the police at the SUA in order to be issued with a registration certificate. Applicants can book an appointment at the same time as they apply for a registration certificate. 

In order to be issued with a registration certificate, applicants must bring the following with them:

  • Passport or national ID card containing a photograph of you and indicating your citizenship and gender
  • Employment contract or written offer of employment

In order to obtain a tax deduction card from a tax office, applicants must bring the following with them:

  • Passport or national ID card containing a photograph of you and indicating your citizenship and gender
  • Employment contract or written offer of employment

Nordic citizens

  • Passport, national ID card (with photo and statement of nationality and gender),or valid driving licence together with an extract from the national population register of your home country, showing your nationality and gender. The extract must be dated (not be more than three months old) and signed and stamped.
  • Employment contract or written offer of employment

Citizens from countries outside the EU/EEA/EFTA

  • Passport containing a photograph of you and indicating your citizenship and gender.
  • Residence card indicating that you have a residence permit with the right to work
  • Employment contract or written offer of employment
