Test submission of third party information which must be submitted as a file attachment.

The Tax Administration offers test submissions to declarants and other senders who are submitting third-party information as file attachments via Altinn.

We recommend that everyone submitting third-party information as file attachments participates in this test. Through your participation, you have the opportunity to test the entire value chain, both the validation of the file format, the actual submission process, and the feedback check of the submitted data.

We can receive test files at any time during the entire year.

Before submitting third-party information in XML format, you should check the file format yourselves. There are many free validation tools online that you can use for this. The Altinn test environment also contains an XSD validator that is meant to prevent the submission of file attachments containing formatting errors.

How to take part in the test submission

You must have a test person

You must have a test person in order to submit test files to the Tax Administration.

This test person must be used when submitting via the Altinn test environment.

The Tax Administration has established a synthetic test-population register that was entered into the Tenor testdatasøk for our external actors. You’ll find information about this at Tenor testdatasøk. You can find a test person via Tenor testdatasøk. When searching for a test person, you must make sure they have a role in a company.

Please note that the test persons are not personal. Therefore, the same test person can be used by more than one test submitter.

Logging in to Altinn

Go to the Altinn test environment and follow these steps:

  1. Select “Log in”.
  2. Click “TESTID”.
  3. You must log in with the test person’s national identity number.
  4. In the Altinn test environment, select the enterprise for the test person you have chosen.
  5. Select the tab for “All forms” and search for the RF-1301 form, Third-party information as an attachment.

Your file attachments must only contain synthetic data

For privacy reasons, any files submitted to the Norwegian Tax Administration’s test environment must only contain synthetic data. Synthetic data means artificial data, not data based on real information. Synthetic data must not contain any information identifying persons or enterprises. Identifying information can be, for example, organisation number, national identity number, address, phone number, and the like.

If you submit files that contain any information other than synthetic data, these files will not be processed.

Feedback and error messages

The file format will be checked when you submit data via the test environment. Please note that the feedback does not provide details about the different error types. The feedback provided via Altinn’s test environment will, in short, state whether or not the file can be technically validated against the form.

Once the Tax Administration has received the XML file, and it has been validated against the form, feedback is sent to the test person’s Altinn inbox in the Altinn test environment.
