Rules for EEA commuters

The provisions concerning domestic commuters will also apply to commuters from EEA countries.

This means that people who are resident in a Norwegian municipality because of an income-generating job and commute to a country within the EEA area may be exempted from the requirement to register in Norway if the conditions for commuting are met.

In order to be considered an EEA-commuter you must present the following documentation:

  • Employment contract
  • Contract on residential property in Norway
  • Documentation of residential property in your home country
  • Documentation for any trips home (if you have been in Norway for some time)

Foreign citizens who are exempt from the requirement to register with the National Registry will no longer be entitled to vote in local elections.
