Enforcement fines in the a-ordning scheme are temporarily stopped

  • Updated: 01 April 2020

However, we ask that you do what you can to submit correct a-meldings within the deadline so that employees are registered with the correct information in the event they need public benefits during this period.

Tvangsmulkt starter igjen fra oktober 2020

For a-meldinger for oktober, med leveringsfrist 5. november, kan tvangsmulkt ilegges hvis du ikke leverer a-meldingen innen oppgitte frister eller leverer den med feil.

Deadline for reporting the a-melding will still be the fifth of each month. If the fifth is a Saturday, Sunday or holiday, the deadline is the next working day.

Because of the consequences the coronavirus has for many employers, the Tax Administration is stopping automatic enforcement fines for all those submitting a-meldings. This means that employers will not be sanctioned if the a-melding is submitted after the deadline.

It’s important to submit the a-meldings

It’s important that information on salary and withholding tax, as well as all information on employment relationships, i.e. layoffs and employment end dates, is reported in the a-melding so that employees can apply for sickness and unemployment benefits from NAV and the claims can be processed as quickly as possible.

Employers with employees that become sick, laid off or unemployed must submit this information in the a-melding.

How to do this:

  • Layoffs must be reported in the a-melding
If an employee is laid off, you do not end the employment relationship. Instead, you report the layoff, regardless of its duration, in the a-melding. You can read more about how to report the layoff in the guide to the a-melding. Information on employment layoffs is used to update the Aa Register. Among other things, it is used by NAV in their consideration of benefits.

The government has proposed changes to the layoff regulations.

  • If the employee has to quit
If the employee has to quit, it’s important that the employment end date is stated in the a-melding. The end date is the date the employment and work obligation ceases, and it determines when rights and obligations cease, both for you as employer and for the employee. If you do not state the end date, it will have consequences for the employee. For example, it could result in delays in payments from NAV or errors in the processing of benefit cases.

Remember to correct errors you receive in the feedback

Although we're not imposing enforcement fines for a period of time, it's still important that you correct all mistakes immediately. Always check your feedback and correct any mistakes as quickly as possible. Remember, if the a-melding is rejected, it is considered not submitted. If it's not corrected and submitted, it may have major consequences for your employees.

You’ll receive a reminder letter as usual

If you do not submit within the deadline, you’ll receive a reminder letter when the deadline is passed. The reminder letter has proven to have good effect, and we’ll continue to send the letter even if the enforcement fine is not initiated.
