Non-compliance penalty for failure to submit National Registry information

A non-compliance penalty may be imposed if you fail to answer when the National Registry demands National Registry information.

In connection with the new National Registry Act that came into force on 1 October 2017, an omission to report to the National Registry authorities is decriminalized and replaced by a fee system.

Example:
Previously, the house owner/lessor had an obligation to provide information to the National Registry authorities regarding who lived in their rental property. This duty has been abolished and replaced with an obligation to answer if the National Registry authorities send an enquiry.

Who can receive a non-compliance penalty?

A non-compliance penalty may be imposed on those who do not comply with these reporting obligations:

Reporting obligation regarding own circumstances

Following an enquiry from the National Registry, persons over the age of 15 who stay in Norway are obliged to present the following information about themselves and their household: full name, date of birth, place of birth, gender, marital status, parental responsibility, address, occupation, place of work and citizenship.

Reporting obligation regarding control of residential address

Following an enquiry from the National Registry, the home owner or lessor is obliged to provide information regarding who lives or stays on the address in question.

Following an enquiry from the National Registry, the postal services, elcom providers, distribution network operators and electricity suppliers are obliged to provide information regarding customer relationships that are relevant to the residential registration.

Non-compliance penalty rates

A non-compliance penalty will be imposed if you fail to answer within the deadline or if you do not answer at all.

The non-compliance penalty will begin to accrue from the day after the given deadline expires.

The general rule is that you get a non-compliance penalty amounting to ¼ of the court fee per day after the deadline up to maximum 15 court fees, i.e. up to 60 days delayed/no answer.

Per 1 January 2018 one court fee amounts to NOK 1,130 and ¼ court fee amounts to NOK 282.50.

It's the Norwegian National Collection Agency that issue the invoices and collect the fee.

Non-compliance penalty rates relating to other issues
