We can collect on behalf of public agency clients
The Collection Authority in the Tax Administration offers collection services, enforced collections, accounting, reporting and self-service solutions for public agency clients.

As of 1 January 2026, new debt collection rules will take effect and several collection authorities will be merged into one: the Collection Authority. We are therefore rebuilding and updating skatteetaten.no for a few days from and including 1 January.
Important information
We take on collection assignment relating to, amongst other things:
- claims resulting from a criminal case
- administrative sanctions
- sector fees, excise duties, and fees related to public actions
- loans or refund claims
- overpaid benefits
SI offers creditor services such as:
- invoicing, sending reminder fees/notifications of debt enforcement proceedings
- offsetting overpaid tax and VAT to cover unpaid claims
- processing applications for the debt settlement scheme and the waiving of claims
- administration following bankruptcies, demergers/mergers and decedent's estates
- collection abroad (when the person who owes money does not live in Norway)
We can also offer enforced collection services, which includes, amongst other things:
- making deductions from salaries or benefits to cover unpaid claims
- placing attachments on assets
- administration of attachments (selling attached assets)
We can collect claims through enforcement proceedings against both private debtors and companies.
SI has systems in place to check assets, that is, objects that can be turned into money.
As our clients, you may decide whether SI will:
- Enter the collected amount into the central government accounts to the correct chapter and item. If so, you must provide us with a debit authorisation.

- Pay the collected amount directly to you (remit).
Accounting and reconciliation will be carried out according to the rules on accounting in central government.
We will prepare reports that are suited to the individual collection assignment. The reports will be available in the client portal.

We offer self-service solutions for both debtors and clients.
Debtors can log in using their BankIDs to:
- make payments
- split payments into instalments
- apply for deferrals
- submit proof
- change contact information
- get an overview of unpaid claims, remaining amounts, and so on
Our self-service solution for clients allows you to:
- register new claims
- report changes to claims
- search for claims and view their status
- find reports
We will send an invoice to the debtor as soon as the claim is registered. If you have specific requirements to the contents of the invoice, we can take these into account. We have access to the National Population Register and the Central Coordinating Register for Legal Entities, and we'll ensure that the address information is up to date.
Online invoicing
For individuals
We generally send out invoices online. The recipient will receive an eFaktura in their online bank if they have one. If not, the invoice is sent to their Altinn inbox. Those who do not have an electronic ID will receive theirs by post.
For businesses and organisations
We generally use the EHF electronic commerce format for business transactions, as long as the recipient has registered as an EHF recipient. If not, the invoice is sent to their Altinn inbox.
Reminders
If the claim is not paid by the due date, we will follow up with reminders.
