Offsetting
If your business or organisation owes us money, any money it’s due to receive from public bodies may be used to reduce that debt. This is called offsetting.
You’ll receive a letter from us showing which claims have been offset. If you still have money left after the offsetting, we’ll pay it out to you.
When you receive the letter about the offset, we’ve already started the offsetting process for the amount shown in the letter, and we’re not able to stop it.
If you’ve paid too much, we’ll refund the excess amount.
You can appeal the offsetting if:
- you believe the claim is incorrect, meaning you think the basis for the claim is wrong
- you run a sole proprietorship and need the money for your cost of living expenses
You will not have your appeal upheld if, for example:
- the offsetting is between claims of the same type (for example, underpaid tax offset against a tax refund)
- you’ve booked a holiday
- you have a private loan you planned to repay
- you intended to save the money
Remember to state that you’re appealing on behalf of the business, not as a private individual.
You can also send your appeal by post. The appeal must be in writing and signed. You must explain the reason for your appeal and include relevant supporting documents.

The deadline for appealing is stated in the letter you’ve received.
