Giving rights to represent the business
If you want to use the Tax Administration's payment solution on behalf of a business, you’ll need to have the right access rights in Altinn.
The managing director, access administrator, or primary administrator in the business must delegate power of attorney to their own employees. The power of attorney can include the entire access package for motor vehicles, or it could be restricted to individual services.
The current roles in Altinn will be replaced by access packages. Therefore, those who have roles in old Altinn must be given power of attorney for access packages instead. This must be done before 31 May 2026.
The access packages will also replace the current Altinn roles for businesses that still want to use the Tax Administration's payment solutions for motor vehicle taxes.
The access package for motor vehicle taxes gives employees power of attorney to pay the one-off registration tax and the registration transfer fee on behalf of the business.
You can already start preparing for the transition from Altinn 2 to Altinn 3. It’s best to do this as soon as possible. Remember to do this by 31 May 2026 at the latest. After this date, it will no longer be possible to give power of attorney via the old Altinn roles. From then on, all power of attorney must be given for access packages or individual services.
The old Altinn roles will be phased out gradually. This means that you do not need to delete the roles in your business.
How to do it:
To be able to delegate rights to other users, you must have signing rights in Altinn.
Log in to Altinn and choose the correct party, this is, the party/role where you represent the business.
Here you can see who has power of attorney for the business you’ve selected, in addition to your own power of attorney.

Here you can see other users in the business who have power of attorney, and you can add New user.



Grant power of attorney to the user that you've identified.

Search for the access package for motor vehicle taxes, «Motorvognavgifter».


You can choose to limit the power of attorney to individual services only.

Search for services in the tax area: one-off registration tax, registration transfer fee, or annual weight-based motor vehicle tax.

If you grant one of these individual services:
- reporting and paying one-off registration tax before a vehicle is modified
- reporting the re-allocation of a vehicle that’s eligible for exemption
- applying for exemption from or reduction of the one-off registration tax
you must also grant a power of attorney for the service that allows the user to pay and view receipts for one off registration tax and the scrap deposit tax for the solution to work.
