Payment agreement for claims from Helfo, the Guarantee Fund for Fishermen and most claims from Nav

If you cannot pay the full amount at once, you can apply to pay the claim in instalments. 

Does this apply to you?

This applies to you if you are applying for a payment plan for claims from Helfo, the Guarantee Fund for Fishermen and most claims from Nav.

Please note that you must use a separate form to apply for a payment agreement for child maintenance and other maintenance payments.
 
You cannot get a payment agreement for final settlements of disability benefits or adjustment allowance.

To submit the form for others, you’ll need access on behalf of the person or business you represent. You can find an overview of your roles and rights in your profile in Altinn (altinn.no).

To fill in and submit the form, you’ll need either:

  • the Altinn role Limited signing rights

or

  • the access package Collection

Contact Altinn – Help (altinn.no) if you have any problems with roles and rights.

  • The total amount of the claims must be less than NOK 100,000.
  • The claims must be paid within 24 months. 
  • The instalment amount must be at least NOK 500 per month.
  • The application must include all your overdue repayment claims from Nav, as well as any overdue tax and duty claims you may have.
  • You must not have any overdue claims with Helfo.
  • You cannot already have a payment agreement for the same claims.
  • You cannot have received a notification of attachment proceedings for the claims you're applying for a payment agreement for.
  • We must not have decided to make deductions from your income.
  • You must be at least 18 years old.

If you do not meet the criteria mentioned above, we can grant a payment agreement in exceptional cases. In such cases, the payment agreement must:

  • provide equal or better debt coverage than collection by other means, such as enforcement proceedings
  • not offend or be likely to reduce the overall public willingness to pay outstanding debts

The Collection Authority in the Tax Administration considers whether the criteria are met.

  • An explanation of why you cannot pay on time or in the usual way.
  • A proposal for a payment offer or repayment plan.
  • An overview of the household’s income and expenses.

The application must include all your overdue repayment claims from Nav, as well as any overdue tax and duty claims you may have.

You must submit supporting documents proving your expenses.

It’s important that you follow the agreement so your claim does not proceed to enforcement proceedings and a deduction from your income.

If you have serious debt problems

If you have large debts to other creditors as well as to the Tax Administration, you should apply for a joint agreement with your creditors, a debt settlement.
