New access packages for the a-melding
If you or your company submit the a‑melding, you should check that you have the necessary access.

A-melding – submit as a file attachment
If you have a system that's partially integrated with Altinn, you can submit information as a file attachment.
If you or your accountant have a system that's fully integrated with Altinn, the a-melding is sent directly from the system.
Who does it apply to?
Enterprises that are required to report information via the a-melding, but that do not have system integration with the A-ordning scheme's API.
Use the service to submit information about employment, salary, benefits, and withholding tax deductions for your employees, as well as information about employer's national insurance contributions.
Submit information
Log in, upload the file and submit:
To use this service to submit the a-melding, you must have one of these access packages:
- The A-ordning scheme
- Auditor in charge
- Accountant salary
- Accountant with signing rights
- Accountant without signing rights
- Assistant auditor
For a Norwegian-registered foreign company (NUF), it will also be possible to submit forms using the Register of Business Enterprises role "Contact Person NUF".
Until December 2026, you can still use this service with one of the following Altinn roles:
- Reporter/sender
- Accountant with signing rights
- Accountant without signing rights
- Accountant salary
- Responsible auditor
- Assistant auditor
In January 2027, access based on Altinn roles will be removed. From that point on, you must have the correct access package to gain access.
If you do not have any of these accesses, you must contact someone in your organisation who can manage access rights in Altinn.
Contact Altinn support if you experience problems with access rights.
The file that is uploaded in the form must be in XML format and comply with the Tax Administration's specifications.
Help with submitting
Dates and deadlines
Monthly. The deadline is the fifth of each month. If the fifth is a Saturday, Sunday, or holiday, the deadline is the next working day.
Remember to report the status of employment relationships every month. You must report this even if you do not pay any salary.
If you are obligated to submit the a-melding, but do not submit it or submit it with errors, you may have to pay an enforcement fine.
Errors or omissions in the information you submit in the a-melding may have consequences for your employees. It may result in errors in their tax returns or errors in payments from Nav. It is therefore important that you submit correct information within the deadline for the month.
Remember to report the status of employment every month, even if you do not pay salary.

Remember to check your feedback.
Every time you submit the a-melding, we automatically check it. The feedback you receive states what you've reported and any errors you must correct. It also contains information about employer's national insurance contributions and advance tax deductions, account numbers and KID numbers.
