Apply for an exemption from the registration transfer fee

You can apply for an exemption from the registration transfer fee when cancelling the purchase of the vehicle.

If you cancel the purchase or redeliver a vehicle that has not previously been registered in Norway, you can apply for an exemption from the registration transfer fee when the vehicle is registered back with the seller. To get the exemption, any previously reported value added tax must be credited according to the rules in the Value Added Tax Act.

A vehicle that’s registered back with the seller because the purchase was cancelled is also exempt from the registration transfer fee when it’s registered to a new owner. To get the exemption, the new owner must pay value added tax on the purchase according to the rules in the Value Added Tax Act.

The application must include:

  • proof that the purchase was cancelled or redelivered according to the Sale of Goods Act or the Act relating to consumer purchases, such as:
    • a signed declaration between the buyer and seller
    • a printout from the court records
    • other supporting documents showing this information

If you're applying for an exemption when selling the vehicle to a new owner, you must provide proof that the buyer has paid value added tax. This does not apply to vehicles that are exempt from value added tax.

If you cancel the purchase of a used vehicle that has previously been registered in Norway, you can get a refund of the registration transfer fee that you've paid.

The application must include:

  • proof that the purchase was cancelled or redelivered according to the Sale of Goods Act or the Act relating to consumer purchases, such as:
    • a signed declaration between the buyer and seller
    • a printout from the court records
    • other supporting documents showing this information
  • a declaration or credit note proving that the purchase price has been paid back to you as the buyer 
  • a declaration or receipt showing that you have paid the registration transfer fee
  • a declaration proving that the seller has not refunded or credited the registration transfer fee in connection with the settlement of the cancelled purchase
