Næringsdrivende, skattefrie selskaper, foreninger og institusjoner, offentlige og kommunale myndigheter som betaler godtgjøring eller honorar til opphaver til åndsverk for bruk av selve opphavsretten, skal rapportere på ordningen. Leveringsfristen er 15. februar året etter inntektsåret.
