Application to use a foreign-registered vehicle in Norway

If you intend using a foreign-registered vehicle in Norway, you must apply for a driving permit. Permits are only granted in certain cases. You should read the information below if you are unsure.

This form can no longer be used for demonstrating a foreign-registered vehicle

Norwegian Customs is now in charge of processing applications relating to demonstration vehicles. These are foreign-registered vehicles that are temporarily imported to Norway either for demonstration or because they have special equipment used for the demonstration of goods. If you want permission to import and use this kind of vehicle in Norway, you must contakt Norwegian Customs.

You can only use this form if you intend to:

  • Demonstrate a foreign-registered vehicle.
    You can apply to import and temporarily use a foreign-registered vehicle which is to be used as a demonstrator or which has been specially modified for demonstrating products. As documentation, you could attach a copy of the assignment confirmation and the implementation plan, information concerning collaboration partners and responsibility for the assignment.
  • Using a foreign-registered vehicle upon moving to Norway
    If you intend to move to Norway permanently, you can apply for a temporary driving permit to use a foreign-registered vehicle when you move. The driving permit may be issued for up to 14 days. You must provide proof of moving by producing a relocation certificate, employment contract or other relevant documentation. You must apply before the vehicle is imported into Norway.
  • Using a foreign-registered vehicle upon emigration from Norway
    A driving permit may be issued for up to 14 days. You must provide proof of moving by producing a relocation certificate, employment contract or other relevant documentation. You must apply for a permit before the vehicle is imported into Norway.
  • Driving a foreign-registered vehicle through Norway
    This applies to vehicles which are in direct transit from the import location to the export location. As documentation, you could attach a copy of the assignment confirmation and the implementation plan, information concerning collaboration partners and responsibility for the assignment.
  • Using a foreign-registered vehicle during emergency preparedness exercises
    A driving permit can be issued in conjunction with the import and use of a foreign-registered vehicle which is to be used during emergency preparedness exercises.
  • Using a foreign-registered vehicle on a short-term basis in isolated cases
    This covers various types of cases. The type of documentation that will be needed will depend on the type of case concerned. In some cases, a copy of the assignment confirmation and implementation plan will be required. In other cases, a description of the implementation plan may be appropriate.

Apply in plenty of time

You should allow at least 14 days for your application to be processed. It is therefore important to apply in plenty of time.

Staying in Norway temporarily?

If you are registered as resident abroad and stay in Norway temporarily, you can use a foreign-registered vehicle for up to two years in certain cases. In such cases, you must apply for a driving permit during a temporary stay in Norway.
