Confirmation of residence for tax purposes for individuals and sole proprietorships (ENK)
A confirmation of residence for tax purposes (Certificate of Residence) can confirm residency either according to Norwegian national law or according to a tax treaty with the country in question.
In some cases, you need a confirmation of residence for tax purposes to avoid double taxation. This could, for example, be the case if you have a double residence, issue invoices, receive dividends or royalties, work abroad or similar.
If you’re not sure whether you need a certificate in accordance with Norwegian national law or a tax treaty, please ask the person who told you to get the certificate.

If you need a confirmation of your residential address in Norway, you must order a residence certificate. A residence certificate confirms that you live in Norway, for how long you have lived there and the municipality you currently live in.
Important information when you order a certificate of residence
The certificate will be sent by post to the address you’re registered with in the National Population Register. You will not get a certificate sent via e-mail or over the counter at a tax office.
The order for a certificate of residence takes 4 to 6 weeks to process. You must also allow for postal delivery time.

The request must include:
- name and date of birth
- organisation number if the confirmation should also cover a sole proprietorship
- contact information: e-mail address and/or telephone
- the country in which the confirmation will be used
- the income year or income period the certificate should cover
- what the confirmation will be used for
- a confirmation that you were resident in Norway throughout all of last year and that you do not have plans to move from Norway this year
